Surgical Care Improvement Project Surgical Care Improvement Project (SCIP) is a national quality partnership of organizations including the Centers for Medicare and Medicaid Services and Centers for Disease Control and Prevention that are committed to improving the safety of surgical care through the reduction of postoperative complications. Surgical care management/Surgical Care Improvement Project (SCIP) is a set of quality measures that provide basis to assure that defined quality care is being given to hospitalized surgical patients. These measures are focused on reducing the incidence of complications that can occur following surgery.
